A wish of many: OpenVMS on IA32 :)

You could, but not direcly.
Running OpenVMS on another platform (IA32) than what it's designed for (AXP, IA64) requires a layer between the OS and the underlying hardware; this is also known as "hardware emulation".
It makes no difference (technically) whether the hosting OS runs directly on the hardware or in a vritualized environment as VMWare ESX. I've done both.
No, OpenVMS V8.3 is not available atop VMware.

VMware ESX requires x86.

OpenVMS does not execute (natively) on x86-64 boxes.

Emulation for Alpha and VAX systems on x86 is available. This would allow emulation on x86.

AFAIK, no good system emulator for OpenVMS I64 systems is available.

HP does have HP-UX emulation planned for OpenVMS I64 V8.4 support per the roadmap; operating OpenVMS I64 as an HP-VM guest atop HP-UX on Itanium.

Some related reading:

http://labs.hoffmanlabs.com/node/70
http://labs.hoffmanlabs.com/node/640
