You can download various versions of Java for OpenVMS Alpha and I64 systems from the following locations:

http://www.hp.com/java
-or-
http://h18012.www1.hp.com/java/download/index.html

That is where you will find the currently supported versions of Java for 7.3-2 and 8.x and later of OpenVMS.

If you required a much older version (with "best endeavor support") you can check the Java Archive located here:

http://h18012.www1.hp.com/java/archive_download/index.html
