I have difficulties obtaining current information about this product from the HP OpenVMS WEB site, so who knows ?!

looks like the Web Connector is no longer supported. From the Decforms V4.0 release notes

3.5 No Web Connector Support
Web Connector product is not supported on both Alpha and I64 platforms.

The DECforms Web Connector product was retired. The product was out of date and there were no plans to enhance it or support it on the Integrity platform. There are better web enabling solutions available from HP business partners such as WRQ or Ericom.
