Simple, text-only, HTML reader for VT220 emulator

Is there a simple HTML reader for VMS for a terminal such as a VT220? The files I have use only the most basic HTML - bold, underline, and links to other files. Navigation needs to be done with arrow keys, the keypad, or tabs.

I remember something like this existing a long time ago (back in the Stone Age of the Internet).

I know they are not HTML, but have you tried using FMS or DECforms?
