Load Broker With cluster alias problem

I am setting up a Load Brocker.
I had configured the TCPIP$LBROKER.conf file.
as:
my cluster alias clustermoga.amm.gov
the DNS 10.35.11.30
members 10.35.11.24
10.35.11.26
I started the METRIC service& LBROKER on both nodes.
I tested the metricview on both nodes I have a real statistcs or values, also I checked the DNS (Windows 2000 server ) entries I found the two hosts as CLUSTERMOGA with two the IP's above.
My problem is when we cheked the nslookup for the clustermoga always we got the 10.35.11.26 at bigining while it has the lower metricview value, the only time I cane see the 11.35.11.24 at the first is as logged in the attached file which is from the 10.35.11.24 server.
so I cant connect to the 10.35.11.24 node via clustermoga.
Are there any restiction about the DNS/Windows server, We have windows 2000 server.
