I am runn VMS 7.1 with UCX on Alpha.
How can I see how mnail relay is configured and how can I change it?

That depends on what you're refering to as a "mail relay".

Generally, TCP/IP Services' mail configuration can be viewed and changed through

$ TCPIP
TCPIP> SHOW SMTP ! current running system
TCPIP> SHOW CONFIG SMTP ! stored on disk

On the resulting screen you can see
- whether the local system will relay mails
- "alternate gateway": the system the local system will route mails to that are not delivered locally (what mails are considered local depends on the "zone" setting)

If the alternate gateway is not set, TCP/IP Services will use the "normal" way of routing mail, i.e. through DNS' MX records.
