topic PAKGEN in Operating System - OpenVMS

I believe PAKGEN is an old DEC product that is used by third-patry vendors to generate VMS-style license keys. Where can support for this application be found?

PAKGEN is available though the dspp program. Parhaps you can contact tbem.
www.hp.com/dspp

As of OpenVMS V7.2, PAKGEN is integrated into the OS.

In a nutshell, you enter a LICENSE REGISTER command with all the required fields and add the "secret" /GENERATE qualifier.

IFF you have a PAKGEN PAK with the correct product token, you generate a PAK, which you can then LICENSE ISSUE, which will generate the checksum.

The product token of the PAKGEN PAK determines what ISSUER and PRODUCER fields you can generate.

You can register yourself as a PRODUCER with the dspp programme, and receive the appropriate PAK. I believe it's now free (how anyone ever expected ISVs to PAY big bucks to use LMF is a mystery to me! it took a while, but sanity has prevailed).
