We need to know the following products have the following certification:

HP OpenVMS Class F - B2/ B3 ITSEC conformance

ITSEC F-B2, F-B3 correspond to
TCSEC (Orange Book) B2, B3. AFAIK SE(Security Enhanced) VMS was certified B1 a while back, I am not aware of B2 or B3 certifications. There might have been some more work in this area for the DII/COE certification. Details about this should be available via your hp contacts.
