It appears to run only on VAX, ALPHA and Itanium processors. There is something called Free VMS available at http://www.freevms.net that supposedly runs on i386 and AMD64 but I don't know anything about it except that it seems to not have gotten very far in development. You might also try http://www.forest-edge.net/evax.html which is a VAX emulator.

Can Open VMS be installed on AMD or Intel machines or does it require VAX architecture?

OpenVMS runs just fine on AMD and Intel processors; it's somewhat slower on x86-32 and x86-64 architectures than where running native, but it can and does boot and run just fine.

http://labs.hoffmanlabs.com/node/70

simh and the Stromasys packages are far more common choices than the Forest Edge software; the latter is about ten years old and not AFAIK actively maintained.

http://labs.hoffmanlabs.com/node/922
http://labs.hoffmanlabs.com/node/640
