Using cpqlocfg on RILOE v 2.41

I have 1800 servers with RILOE's and I need to get and change their network settings. I have tried to use the sample scripts with cpqlocfg v2.2 and 1.2 but get errors with both. With 2.2 I get this message CPQLOCFG.exe: Response received from the RIB: (193):

STATUS="0x0001"
MESSAGE='Syntax error: Line #0: syntax error near ""'
/>

with 1.2 I get
1 - Syntax error: Line #4: syntax error near "<" in the line: ""

Invalid XML Syntax

I have both versions of the cpqlocfg utility.
Here is the batch file I use.
