You can use the Mod_Global_Settings.xml attached.

Chage the following line to a 3 for enable:
1 = disabled
2 = Automatic
3 = Enabled
<PASSTHROUGH_CONFIG value="3"></PASSTHROUGH_CONFIG>

A script like this can be used with HPONCFG/CPQLOCFG:

<RIBCL version="2.0">
<LOGIN user_login="adminname" password="password">
<RIB_INFO mode="write">
<MOD_GLOBAL_SETTINGS>
<PASSTHROUGH_CONFIG value="1"></PASSTHROUGH_CONFIG>
<TERMINAL_SERVICES_PORT value="3389"></TERMINAL_SERVICES_PORT>
</MOD_GLOBAL_SETTINGS>
</RIB_INFO>
</LOGIN>
</RIBCL>

The value for PASSTHROUGH_CONFIG determines the behavior, from:
1) disable
2) automatic
3) enable

More details are in the HP ILO Scripting and Command-Line resource guide.
