iLO2 locked up

I have a DL380 G5 and I cannot access the iLO from the netowork or from the OS on the machine. SIM cannot acces the iLO either. I tired powering off and unplugging the box for about 2 minutes and powering up again. This did not change anything, I still can't get in.

Do I need to leave the power unplugged longer? Anything else I can do to recover the iLO? Replace the logic board?

Does the iLO show up during POST? i.e. Press F8 to configure iLO

Verify there isn't an issue with the cable or switch port
