Is it possible to enable Silicon Root of trust in Synergy 480 Gen 9 Updating ILO firmware from iLO 4 to iLO5

You cant update ILO4 to ILO5 by updating the firmware. ILO 4 and 5 both are different chipset.

ILO 5 supports Silicon Root of Trust.
