Problem setupc.exe Remote Deployment Console Utility, bpc54.xml: not found in catalog!

Hi,
we have hpsim4.2 installed on the same system like the VCRM. On server2 we have installed VCRM. We copy the xml file and the cpxxx.exe-files used in the xml-file to the server2. Then we tried to install the psp with the following command:
V:\>setupc.exe /f /silent bpc54.xml

bpc54.xml: not found in catalog!

The installation process can not continue.

Has anyone an idea what the setup is searching?
