    <description>This is an issue specific to the installation of IRS on Windows 2008 &lt;BR /&gt;The installation has to be performed by the local Administrator himself.&lt;BR /&gt;&lt;BR /&gt;An attempt to run the installation again after logging in as the local Administrator may fail, with the same error.&lt;BR /&gt;&lt;BR /&gt;In that case, the temp folder under Documents and Settings for each user that attempted the install needs to be cleaned.&lt;BR /&gt;&lt;BR /&gt;After this, attempt the installation and it should be successful.&lt;BR /&gt;&lt;BR /&gt;&lt;BR /&gt;</description>
