HP Insight Remote Support 7.5 login "security precaution" error

I just installed Insight Remote Support 7.5 on a brand new Server 2012 R2 VM and I am having an issue when trying to login. I get the following error message contained in a red box every time:

As a security precaution login has been disabled for 30 seconds.

After which it reverts back to the login screen. I am using a local administrator account and I've tried this in both IE 11 and Chrome. I have also tried a domain account added to the local administrators group. I have Java and Flash installed in case the GUI depends on either of them. UAC is disabled. I have tried to Google this error but don't see a single article about it.

Any help is appreciated.

This isn't a problem I have heard of before. I would suggest contacting Hewlett Packard Enterprise support to get this resolved.
