HP WBEM Install failure on 11.23

Attempting to install HP SIM on our 11.23 IPF box, I get an error when it does the Analysis stating that openssl.OPENSSL-LIB is missing and it cannot continue.

I thought all dependency software was included in the download bundle, but apparently it is not.

Anyone have any clue where this particular component can be found?
