Is it possible to load the insight managment agents onto a Windows PE bootdisk as I have had several of my clients ask me as to whether this is possible

For what purpose? Windows PE is only a temporary boot.

BAsically I'm prepping servers / machines and do not want to do a base build on them to test them over / manage the firmware updates remotly, therefor i'm looking at just slinging in a winpe disc and letting the insight managment agents load up from that.

I am curious to this too. Also to be able to have decicated solutions which do not require a full blown OS.
