HP Rack and Power Manager - mxtool error processing XML file.

When I follow the HP Rack and Power Manager user guide (pg B-3) to integrate HP RPM into SIM Tools I get the following error when I run the mxtool:

C:\Program Files\HP\Systems Insight Manager>mxtool -a -f HPPwrRackMgr.xml
While processing an XML file, the following error occurred:
Error on line 1: Content is not allowed in prolog.

Any ideas?

User Guide Extract:
A launch link for each instance of HP Rack and Power Manager can be added to the HPSIM Tools menu. Configure the links using a tool definition file for each instance of HP Rack and Power Manager.
IMPORTANT: The only information that should be edited is shown in bold text.

I tried it on a different server unfortunatley this one did not have the mxtool command. I will back onsite in a weeks time to try it on the original server. Thanks.
