topic Sim and database connection in Server Management - Systems Insight Manager

I have a customer that was having an issue with sim 4.0 being able to delete events and devices from the database. Not getting any errors they would just not delete. Decided to uninstall/reinstall sim. Now when he attempts to open it it just gives a status window saying " checking http server status". I know with IM 7 this usually meant a database connection problem. The database is installed on another system and it is online. His odbc connections (both of them) test fine on this sim server. I don't know how to resolve this.
