The problem could be with DEP (Data Execution Prevention).

Go to Computer properties -> Advanced -> Settings -> Then Select Data Execution Prevention tab.
Under that select "Turn on DEP for All the programs and services except those i select". Apply the changed settings, reboot the system.

Check whether RSSM can be installed succefully installed via HP SIM. DEP sometimes the Blocks the RSSM installation.....

This was already set. I even tried to set it to "Turn on DEP for essential Windows programs and services only", thinking this would disable DEP for the install, but to no avail. Any other ideas? Not sure if it matters, but this is happening on a Windows 2003 Ent x64 SP2 OS. Not sure if 64bit is causing any problems or not.....?

I had a similar problem. I had to remove RSSM (via console), change the DEP setting, and re-install RSSM (via console).

After that all was fine.

I had a similar problem. It was cause by the fact that I tried to install SIM through RDP. I found that you have to install it from the console (or mstsc /console). You also must set your DEP setting to "Turn on DEP for essential Windows programs and services only". Otherwise DEP will block some of the java scripts used for install.

To correct your problem, look on the start menu for Hewlett-Packard\SWMAgent\Remote Support Software Manager Uninstall.bat

Run this to remove RSP (RSSM). If it's not there, you'll have to remove it from Add/Remove Programs. If it's not located there either, you may need to delete some registry keys. If you've not familiar with that editing the registry, call HP for assistance in removal.
