Password may be changed by command mxpassword -g , but what about user , I need to change user (account name) for service, whitch is responsible fo accesing MSDE (is something differend than HPSIM service account).
Where to change it ????

If u wanna change SIM account just right click to HPSIM service and under logon tab change it.
If u wanna change Database account apply same thing on "SQL SERVER(MSSQL)" service.

No, HPSIM Service accesing MSDE using account whitch is defined during installation. It is not HPSIM service account (whitch can easly be changed in Services snap-in ) , and not account on whitch MSDE is running (in my case MSDE runs on Local Systems account).
If password for this account is changed so I can use mxpassword -g option and then set password for MXDBUser... entry...... But I have a problem beacuse I need to change account and passwotd too.

I guess this is the file you're after:

config\database.props

If it's not please try to describe your problem more clearly.

Exactly it's in this file !!!!
There is a entry: hp.Database.username=
