Insight Control Environment License deployment

I have SIM 5.2 installed from the latest ICM DVD 2.35. I have one ICE license pack installed in the License Manager. I am unable to assign any of the ICE licenses to any of the servers in SIM. The ICE license menu does not appear in the Deploy menu in SIM. I have already executed the Integrated Installer as suggested by the ITRC forum, but the menu still does not appear. What are the exact requirements and steps I need to take in troubleshooting this?

Firstly thanks for your reply.

I can't find that registry entry.
I can find references to C:\Program Files\HP\Insight Control Management but not the "gui"

Also how did you realise that the "Insight Control Management Services" were failing to load ?

When I ran the integrated installer and it got the installation of the Insight Control Management Services, I received an error stating "Failed to load XML file"

To see if it is already installed or not, on the ICM server type "mxtool" at the command prompt. If everything is installed correctly, your output should be as follows:

If the "Insight Control...." stuff is missing, then the services are not installed. I installed from the latest ICM 2.35 DVD.

That looks to be my problem...
The only Insight control tool listed is..
Insight Control Environment Advisor

All the others are missing.
