topic SIM, Windows Server 2008 64-bit and search path in Server Management - Systems Insight Manager

I have SIM 5.3 SP1 installed on Windows Server 2008 64-bit. As SIM is a 32-bit application it got installed into C:\Program Files (x86). The PATH variable is set to several directories below, like to C:\Program Files (x86)\HP\Systems Insight Manager\bin

One of the additional plugs I am trying to install expect mxcollections in the path. It is at the above path. Based on PATH I should be able to execute mxcollections from anywhere in a cmd shell but it just says it doesn't find it.

Any idea what is wrong? The whole %PATH% is:

C:\Program Files (x86)\HP\Systems Insight Manager\bin;C:\Program Files (x86)\HP\
Systems Insight Manager\lbin;C:\Program Files (x86)\HP\Systems Insight Manager\l
ib;C:\Program Files (x86)\HP\Systems Insight Manager\j2re\bin\server;C:\Program
Files (x86)\HP\Systems Insight Manager\j2re\bin;C:\Program Files (x86)\OpenSSH\b
in;C:\Program Files\HP\NCU;C:\Windows\system32;C:\Windows;C:\Windows\System32\Wb
em;C:\Windows\System32\WindowsPowerShell\v1.0\;C:\Windows\idmu\common;C:\Program
Files\VanDyke Software\Clients\;C:\Program Files\OmniBack\bin\;C:\Program Files
(x86)\HP\CM\svctools\common\wccproxy\bin;C:\Program Files (x86)\HP\CM\svctools\
Common\Bin;C:\Program Files (x86)\HP\CM\UnifiedCollector\bin\;c:\Program Files (
x86)\Microsoft SQL Server\100\Tools\Binn\VSShell\Common7\IDE\;c:\Program Files (
x86)\Microsoft SQL Server\100\Tools\Binn\;c:\Program Files\Microsoft SQL Server\
100\Tools\Binn\;c:\Program Files (x86)\Microsoft SQL Server\100\DTS\Binn\;C:\Pro
gram Files (x86)\The Open Group\WMI Mapper\bin
