PMP not installing on servers

Hi,
I am running Sim 5.3 with PMP 5.2

When trying to install an agent:
Options->Performance Management Pack Options->Configuration

I get as far as the licensing page (and yes everything looks good till then) and then under the licensing page it says:

All Licensed Servers, can be Monitored:
[Blank]

All Servers, not available for Licensing or Monitoring
No records found

All Servers, available for Licensing
No records found

I have 64 blade ICE licenses that should cover PMP. Anyone know whats wrong with it??

all your blades discovered in HPSIM properly? properly means identified with correct model number and other details?

All the servers appear with all the correct information on SIM
