hp SIM6.3 cant create trust to client machine

Hi

I built a hp sim 6.3 when I start a "configure or repair agents" from configure menue in order to create a trust with the remote machine, I get the below error.
I can ping the name of the machine succefully.

please assist.

Could not connect to the target system: server100.mydomain.com
The network path was not found.
HP Systems Insight Manager was unable to connect to the target because it was un
reachable.

Configure SSH for host-based authentication ......................... [FAILED]
Configuration failed to complete due to the following exception:
Connection
to the target system failed due to Connection refused: connect.Target system might be down or does not have a SSH server. The network connection problem could also cause this issue.
