Your information doesn't match the requirements. The minimum version for HP SIM 4.0 and later is 1.4.1_04. You cannot use anything prior.

I am having a similar problem. When I launch SIM 4.0 on 2003 server with IE6, the intro screen sits at "Please wait. Checking for Java Plug-in." I never get the login page. Tried uninstalling and installing the latest version of Java, but no luck. Nothing shows in the error log.
Any suggestions?

Thanks,
Steve

Steve, please see this thread: http://forums1.itrc.hp.com/service/forums/questionanswer.do?threadId=656817

The short version is that the latest IE patch conflicts with SIM and an update to SIM is coming. In the meantime, you can run another browser (Mozilla and Firefox both work), or uninstall the patch (subject to the usual caveats about running an unpatched system when the vulnerabilities are being actively exploited in the wild).

-Terry
