ICE - Error while creating Logical Server

I have installed insight control 2.35 on windows 2003 R2 Enterprise server.

While creating the logical server, I get the following in Step 1 for "Logical Server Platform Type"
"There are no Server Blades configured on this CMS.
There are no ESX Hosts configured on this CMS."

Any pointers on how to resolve this?
I have applied the NFR license for the ICE.
Should VMM license be applioed seperately?
Is the above error due to licensing?

I reinstalled the VMM pack from the NFR and then I am able to see ESX Hosts in the "Logical Server Platform Type".

So this seems to be a licensing issue.
