License issues when trying to do a P2P migration

I get the following error when trying to identify the destination server:

HP Insight Control server migration was unable to detect HP Insight Control licenses in HP Systems Insight Manager. Please ensure that the HP Systems Insight Manager service is running and that the destination server is licensed with a HP Insight Control license in the HP Systems Insight Manager license manager.

My question is... How can you add a license to the destination server, which is a bare metal server with no OS? You can't license the ILO.

You should be able to license the server that only shows the server name as a serial number. What kind of licenses is in your SIM license manager?
