    <description>I'm creating a custom tool which runs vbs script that sends me an SMS alert on my mobile when any server reaches a major status. Everything set up according to docs, run by domain admin account but still can't get it work.&lt;BR /&gt;It always says me (stderr): "The "Run as" user does not have adequate permission to manipulate this file: Connection refused: connect"&lt;BR /&gt;&lt;BR /&gt;Am I missing something? SIM 5.1 on W2K3 server.&lt;BR /&gt;&lt;BR /&gt;Thank you</description>

      <description>I'm already running SP1 and I'm having the same problem.  I am using an ID that is local admin on the server.  Any ideas?</description>

      <description>How did you get rid of the "The "Run as" user does not have adequate permission to manipulate this file: Connection refused: connect" error.
