Just verify there's no entry for "Vulnerability and Patch Management" under the Options Tab in HPSIM. In which case it would seem thie installation has not succeeded. You might want to have a look around at any Log files on the HPSIM Server.

had a look around on the system and found this in the event log (application)

Reporting queued error: faulting application installer.exe, version 0.0.0.0, faulting module Scannerdll.dll, version 0.0.0.0, fault address 0x0000160e.

maybe this can help to determine the problem

I had the exact same problem. Here is what I did to fix it per HP support. I removed the VPM installation via add/remove programs. Then I had to remove IIS completely and reboot (In 2003 use the configure your server wizard and remove the role), reboot. Then reinstall IIS and then reinstall VPM. Good luck.

I'm also having the same problem. I tried uninstalling VPM and IIS, then reinstalling but it didn't make any difference. Does anybody have any other ideas?
