We have an Cisco MDS9124 in interconnect slots 3 and 4. When mgnt0 wants to send a packet to any device on the customers network is the packet store forwarded in the OA before it leaves the OA.

Yes, the c-Class Onboard Administrator has a NIC connected to the enclosure management switch and a separate NIC connected to the faceplate OA Management Port - see the c7000 Enclosure Tech Brief on the HP website Figure 4.

The OA bridges traffic to/from outside the enclosure to iLO and interconnects inside the enclosure.
