I am having a similar problem - I have 8 bl480cG1 blades and using enclosure bay addressing I have assigned them a range of IPs. I can ping some of the iLOs in the range but the others time out.

If i unplug the OA eth cable and then plug it back in, i can ping some of the ILOs but not others. Usually 4 or 5 at a time, some of the same ones as before, some new ones and some ones that did work, no longer work. I can never actually ping all 8.

OA nic is connected to datacenter switch. It exibhits same behavior when connected to ethernet switch in the enclosure. Happens when using OA1 or OA2 (OA2 cabled to eth switch 2 or datacenter switch)

try next ..
set your laptop x.x.x.190 and connect cable from laptop directly to management module port, before that reseat Management module physically pull it out and set it back. check if you could pull login screen, if 1st Server works fine and second still not swap Network Mezzanine Adapter and test once again. you can try one more time reseat defaults from F8 and set only IP x.x.x.193 and subnet mask 255.255.255.0.
You had not mentioned if it work from front dongle 192.168.1.1 (your laptop 192.168.1.10)
You did rotate server through enclosure?
No Red LED at Management Modules?
