I have set up a GBE2p to authenticate with Cisco ACS (not CiscoWorks) but it may be similar. The tricky thing is getting the correct privilege levels right. This info is for a p-Class GBE2 but should be same for the c-Class:

4) The following mapping exists between TACACS+ privilege levels and
switch management access levels:

TACACS+ priv-lvl = switch management access level
-----------------------------------------------
0                = CLI_AUTH_USER
3                = CLI_AUTH_OPER
6                = CLI_AUTH_ADMIN

All other values of priv-lvl are considered as "access deny".

priv-lvl 15 is mapped to CLI_AUTH_ADMIN and priv-lvl 1 is mapped to
CLI_AUTH_USER for ease of configuration.

from: http://h18023.www1.hp.com/support/files/server/us/revision/7446.html
