topic Total Information manager (TIM) in Operating System - NonStop OS

Is TIM still available? I've seen a couple things on the Internet that said it has been replace. I've been trying to connect to the Internet collections but cannot. I thought it might have been a proxy issue but cannot connect even with a direct connection to the Internet. Also I cannot access the master collection site http://tex.tandem.com/ even via an browser.
