topic OneView for VMware Proactive HA in HPE OneView

I am trying to enable VMWare's proactive HA through OneView and I am missing something. I have all my ESXi hosts listed and connected to OneView (version 7.10) via iLO and also have deployed Storage Intergration Pack for vCenter (formally Onevew for vCenter version 11.1). I am running the lastest version of vCenter (7.0u3) and I have connected the vCenter to the Storage Intergration Appliance and deployed the plugins inside vCenter. Within the plugin I have connected the OneView URL, slapped the certificate in, and can run the config checker and all seems working.
BUT when I go to the proactive HA option I do not see HPE as a provider. What am I missing besides my hair from being pulled out?
