Anyone know the difference between "Enabled" and "ModeIsEnabled" (Mode Is Enabled, hard to read) in the output of:

Get-OVApplianceSecurityProtocol

Here, Enabled refers to whether a security protocol (TLS) is enabled (which means protocol is turned on and active) or disabled on the appliance.

ModeIsEnabled refers to whether a specific mode or configuration of the protocol is enabled.

@Harshitha_K is correct. The ModeIsEanbled refers to the grouping Mode. In your screenshot, it would be Legacy. The Enabled column is specific to the individual protocols, TLS 1.0, TLS 1.1 and TLS 1.2, and if they are enabled within the current mode (Legacy in your case) of the appliance.
