    <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;Using the HP3800 switch with a RYU controller, I apply a meter to a flow of 20mbps. The meter installs correctly and does rate-limit the flow. However the observed throughput is something like 8mbps (this was tested using iperf). - note that with other non-HP switches the obersevred throughput much closer to the meter at&amp;nbsp;around 19mbps.&amp;nbsp;&lt;/P&gt;&lt;P&gt;So I was wondering if anyone could tell me more about the specifics of the discard policy on the HP3800?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks,&amp;nbsp;&lt;/P&gt;&lt;P&gt;Lyndon&lt;/P&gt;</description>
