You need to unzip the file you downloaded 1.1.5.18_hp-net-optimizer-v1.1.5-x64.zip

This will give you two files

HP-Network-Optimizer-v1.1.5-Release-Notes-5998-6073a.pdf

com.hp.lyncqos_v1.1.5.signed.zip

com.hp.lyncqos_v1.1.5.signed.zip is the file you will need to upload and deploy.
