topic MSM430 unable to roam between APs with RADIUS authentication in M and MSM Series

I have two MSM430's running 5.7.1.1-12533 firmware. They are both in autonomous mode as we do not have a controller.

Both APs are setup with the exactly the same VSC. Both radio 1 and 2 are used for the VSC (obviously on different channels), we are using WPA with Radius authentication. Clients have no issues connecting to either MSM430 and authenticating with the RADIUS setup, the authentication is very quick (under 2 seconds). However, when they roam to a different MS430, it will either take forever (over a minute) to reauthenticate or never reauthenticate and client gets a 169.x.x.x address. However, if I take out the Radius authentication and use basic WEP or WPA preshared key it roams just fine between APs and it is almost 100% seamless.

Do I have to purchase a controller to be able to seamlessly roam between APs using Radius authentication?

I figured it out, both VLANs were tagged on the AP but one VLAN was untagged on the HP switch itself.
