Unable to disconnect wireless user from RADIUS

MSM code : 6.6.3.0-22868

I'm unable to disconnect Wireless user from Radius server using "Disconnect". Even upgraded to the latest code from 6.2.

There is no firewall running on MSM or between Radius Server and MSM Controller.

Radius secret is correct in Authentication->Radius profiles-> else Wireless Clients wouldn't get connected.

And have not set anything in Authentication->Radius server.

Have I missed any configuration on MSM Controller ?.

MSM System log keep on repeating the same warning.

May 6 17:37:30.074 warn iprulesmgr Received RADIUS packet (id='227') with wrong authentication from RADIUS Server (ip-address='172.16.1.65',port='47228'). (check your RADIUS Shared Secret configuration).

On radius server have executed following with radius running in debug and standard mode.

echo "User-Name=PG_Guest,Acct-Session-Id=29a3c1ab-00000002" | radclient -x 172.16.6.16:3799 disconnect hptesting

Results:
radclient: no response from server for ID 227 socket 3
Sending Disconnect-Request of id 227 to 172.16.6.16 port 3799
