Can i setup QOS on hp4104. Can i set it up per VLAN or do i have to do it per port?

You can apply you QoS to a VLAN if that is what you need...

Looks like your right. The Advanced Traffic Management doc refers to the Management and Configuration guide for the 4100gl switches and there is no mention of QoS in that quide. Looks like you're out of luck with that model of switch, unfortunately.
