any info on the matter would be helpfull.
Here's the rule:
ip access-list extended "109"
10 permit ip 192.168.1.0 0.0.0.255 192.168.0.0 0.0.255.255 log
exit
Here's the result
(vlan-1)# ip access-group 109 out
<cr>
Commit failed.
(vlan-1)#

Additional info....
Software revision : K.15.16.0008
ROM Version : K.15.30
VLAN 1 is set as the default and primary vlan.

I also have this issue, although not applying it to a managemnt VLAN.
mac-access-list standard "200"
10 deny xxxxxxxx log
I get this:
VLAN 31: ip access-group 200 in/out/vlan-in

Works for me but i have the later build K.16.02.0012 running in 5412zl. Please try with the 16.02.XX build
