Port Security

Hi we have Procurve 3500, 2900 and 2500 series switches..

each port connected with one IP phone and one PC.i want to configure port security on all the edge switches.

i just want the switch to learn 2 mac- address dynamically and the 2 macs should be used on that ports only, not any other device should work in absence of the 2 devices.

i checked it with

port-security 1-20 learn-mode limited-continuous address-limit 2 action send-disable.

but if i remove one device and connect any other device then its also working.

one more question,

can i manually allow some macs to connect on any port after implementing port security 

becoz some higer managent guys roams to different dept with their laptops.
