BL460c in c3000 embedded NIC 2 connected but no traffic - server blade replaced storage blade

In this c3000 chassis, bay 5 used to contain a D2200sb storage blade. This has been decomissioned and a BL460cG7 put in its place. However, this new blade doesn't appear to be transmitting or receiving any traffic at all on NIC 2. The chassis, the Cisco 3020 blade switch and the blade itself all say the NIC is connected but no packets are being received by either the blade or the switch to which it is connected. NIC 1 is operating perfectly.

 

The switch configuration for the ports mapped to the blade in question is identical to the other server lade bays in the chassis, and all are also working correctly. It's just this second NIC on this one server blade that has been inserted in place of the storage blade. To eliminate the blade itself, I've also tried two separate BL460c G1 blades and all exhibit exactly the same issue - full apparent connectivity and no traffic on NIC 2 with NIC 1 working nominally.
