is there is a command to erase all logs from every blade from the OA?

You can do this with RIBCL. It allows you to create an XML script, then push that script to all blades in an enclosure from the OA CLI using the HPONCFG command.
Check this guide, specifically the "CLEAR_EVENTLOG" section:

which is located in the directory:
\Program Files\Compaq\Cpqimlv
by default.
Use the -m switch to connect to remote machines and use the -clear switch to delete the IML entries. Keep in mind this is an unrecoverable action...
