We just got a new c7000 and 460c g7 blades. One of our slots is not recognizing the ip we have given it through OA and allways gives us an unknown ip of 0.0.0.0. The only error message on that slot is something like bad ilo network. These are the steps we have allready done. We have switched blades but it doesn't follow it and thats how we knew it was the slot. Its allways the same specific slot. We have gotten the chassis and the blades up to the latest firmware. We have allready replaced the mid plane and we have yet to try replacing the primary OA and the sleve. Not sure if anyone here had the same issue and has a tip or solution.

Have you tried to configure iLO manually and see, if it uses the IP then? To make clear, if networking works.
