How do you turn off the Hyper-Threading on the BL460c?

AFAIK, BL460c CPU doesn't have HyperThreading, probably you mean Dual-Core or Quad-Core CPU ?
And AFAIK you cannot turn-off CPU cores....

actually you can disable cores in server BIOS or depending your OS, in your kernel parameters
