I'm a bit confused here, if you will see from the specs of ILO, it says that when purchasing Insight Control for ProLiant and Blade, the ILO Adv is already included, so does it mean that they are already pre-loaded and licensed since they are already bundled?
Here are some info from the specs:
NOTE: The HP iLO Advanced and HP iLO Advanced for BladeSystem license is included when purchasing Insight Control for HP ProLiant servers.
These HP iLO Advanced licenses can be purchased stand-alone or as part of Insight Control, Insight Control for BladeSystem, or Insight Control for Linux. The Advanced licensed features offer sophisticated remote administration of servers in dynamic data center and remote locations and can help significantly reduce cost associated with IT-related travel and unplanned downtime.

SolutionMaybe someone from HP has a better answer, but this is the way I understand it, and this is the way we receive our servers.
The ILO Advanced Licenses is included in the purchase price when you buy an Insight Control license.
However, the license is not pre-loaded on the servers that your purchase. You should receive an "Entitlement Certificae" with your server that includes all of your licenses. Take the certificate and activate your license at the HP License Portal to get an actual ILO Advacned License Key, which you can then enter into the administration page of the ILO itself. After that, your ILO Advanced features should be activated.
Now, some of this differs if you're signed up for an ILO Advanced Site License, but if you're buying Insight Control on a per-server basis, this is how it should work.
If you have licenses questions though, you should be able to direct them to whoever your VAR is that's selling your servers. But hopefully this helps.
Edit: Sorry, forgot to include the link for the Licensing Portal - https://webware.hp.com
