Limit AC Input VA or Limit Watts?

In the option to Limit the AC Input watts.. does anyone know if its VA or if it Watts?

There is a KW to KVA conversion factor mentioned at the bottom of
http://www.abrconsulting.com/Conversions/elec-con.htm#BTU

If I get told I can pull a maximum of x Watts or emit x BTUs do I enter this value in KVA or KW?

It should be in watts as indicated on page 46 of the OA User Guide http://h20000.www2.hp.com/bc/docs/support/SupportManual/c00705292/c00705292.pdf?jumpid=reg_R1002_USEN
